Turns out this was an illegal apartment. The owner, Joan Burnett-McFarlane, never applied for (or received) permission to convert the third floor into an apartment. Therefore it was never inspected by the fire marshall. This b!tch needs to spend a long, long time in jail for these deaths. It is at least negligent homicide in my eyes.
